Director of Fair Housing

The Equal Rights Center (ERC) is a national nonprofit that advances civil rights in housing, employment and access to public accommodations. Using civil rights testing, education, advocacy, and enforcement, the ERC identifies and remedies unlawful discrimination and promotes equal opportunity.

The ERC Fair Housing program promotes equal housing opportunity in rentals and sales, and promotes accessible housing for persons with disabilities. We are currently looking for a professional with fair housing subject matter expertise, significant testing methodology and management experience, and a passion for civil rights to join our senior management team as the Director of Fair Housing.

Specific Duties:

  • Developing annual work plans for the fair housing program, and managing the deliverables and workflow for all fair housing projects to ensure timely, accurate and quality work product;
  • Hiring, supervising and developing fair housing staff in all aspects of their work, including civil rights testing, intakes, outreach, research and enforcement;
  • Designing, supervising and conducting complaint-based and systemic investigations and testing focused on discrimination in housing;
  • Developing and implementing advocacy and enforcement strategies for fair housing investigations;
  • Designing and conducting outreach and education with a focus on fair housing, including fair housing training courses provided to ERC’s collaboration partners;
  • Participating in the development and presentation of government and foundation grant proposals and other development activities on behalf of the ERC;
  • Managing the ERC’s performance of fair housing-related contracts with a variety of collaboration partners, including business and industry, and governmental agencies;
  • Providing technical assistance on fair housing issues to ERC collaboration partners;
  • Developing and maintaining the ERC’s relationships with a broad array of aligned fair housing organizations, community-based organizations, housing professionals, and government agencies, as they relate to fair housing;
  • Supporting and participating in ERC communications, including both acting as a key ERC representative to the media on fair housing issues and supporting the Executive Director in fair housing media relations, as well as collaborating with communications staff in the creation of written materials highlighting fair housing issues; and,
  • Collaborating with the senior management team on organization, program, administrative and external issues.

 

Required Qualifications:

Minimum 7 years of experience doing fair housing work; Subject matter expert on the Fair Housing Act (FHA); Significant experience: developing methodology for FHA testing investigations managing and supervising test coordinators and program/project managers managing complaint and systemic based testing investigations; Understanding of civil rights enforcement mechanisms and process; Experience administering and managing federal and private grants (including budget and scope of work negotiations, deliverable tracking and reporting experience, and meeting with government officials and program officers); Minimum of B.S., B.A. in related field (liberal arts, social science, psychology, or urban studies); Commitment to civil rights and social justice; The ability to work effectively within and across program and project teams; Excellent organizational and time-management skills, including a proven ability to simultaneously work on multiple projects and meet strict deadlines; Exceptional written and oral presentation skills; Demonstrated skill and comfort in proactively building relationships with a variety of stakeholders, including businesses, government agencies, and nonprofit organizational partners; Sound judgment, resourcefulness, and a reputation for being a hard worker with a willingness to go the extra mile and an exceptionally high level of personal responsibility; and, Comfortable working in a fast pace, high-demand environment, with lots of change and team collaboration required.
